What is the Inspection Service

The University Inspection Service – in accordance with article 1, paragraph 62, of law no. 662 of December 23, 1996 – is active since 2022, and shall ensure (with annual spot checks) the employees’ compliance (professors and researchers, technical-administrative staff and CELs, facilitators) with the rules on incompatibility and overlapping of positions and assignments.

The Commission

The functions of the Inspection Service are assigned to a specific Commission, appointed by Decree of the Rector and consisting of three experts with specific professional expertise in this field. The Commission serves a three-year term and can be immediately renewed only once.

Check activities

The Inspection Service carries out spot checks on an annual basis. The sample of staff subject to verification is determined by means of a random draw - which is carried out using computer methods - of a number of names equal to 3% of each professional category of employees. In order to ensure maximum transparency, the General Manager or his delegate takes part in the drawing of lots. The control activity is carried out with the utmost cooperation and transparency to the staff concerned, to whom an explanatory note is sent regarding both the act of initiation and the act of conclusion of the procedure.

The aim of the check is to verify:

  • the possible performance of extra-institutional activities, not previously communicated nor authorized;
  • the possible performance of extra-institutional activities, incompatible with the functions and the interests of the University, as well as with the general rules on incompatibility, overlapping of positions, conflict of interests (even potential) and/or registration with professional bodies.

The Inspection Service is also required to carry out checks on individual employees, even if they are not included in the sample drawn, if there is evidence to presume that the aforementioned rules have been breached and/or in the event of reports by the University structures.

The University’s choice

The Athenaeum has opted for a clear choice of third party, transparency and protection of privacy in favour of and to guarantee the personnel being drawn. The Inspection Service ensures maximum availability to employees, who can easily find out the aspects relating to their position and can deliver, where they deem it appropriate, memoranda and documentation aimed at updating and supplementing the information provided, for the entire duration of the audit itself.

The processing of data is carried out in full compliance with the regulations of the ‘Personal Data Protection Code’, Legislative Decree 196/2003, the General Data Protection Regulation (GDPR) 2016/679 and the Ca' Foscari University Venice Data Protection Regulations (R.D. no. 190 of 22/02/2021).
