He graduated cum laude in law from the University of Rome "La Sapienza" in 1996 and, at the same University, he then received his PhD in organisation and functioning of the public administration (13th cycle). Subsequently, he was a research fellow in administrative law (2003-2007), university researcher on a temporary contract basis in public law (2009-2015) and university researcher on a temporary contract basis in administrative law (2015-2020), at the Luiss Libera Università internazionale degli studi sociali Guido Carli, law department.
Since 2022 he has been associate professor in administrative law at Ca' Foscari University of Venice, Department of Economics, where he teaches administrative law, advanced administrative law and electronic procedure, public governance and market regulation.
He has also taught or teaches at the University of Tuscia in Viterbo (2003-2009, regulation and market law) and at the Luiss Guido Carli University in Rome (2008-present, administrative law, constitutional law, law and public regulation of the economy, law and regulation of public services, environmental law).
He is a lecturer in the doctoral programme "Law and the Human Being" and the doctoral project for advanced training in legal sciences at the Ca' Foscari University of Venice (with: University of Cagliari, University of Campania Luigi Vanvitelli, University of Catania, University of Florence, University of Foggia, LUISS Guido Carli Rome, University of Siena, Public University of Navarra, University of Salamanca).
He is a member of the scientific committee and lecturer of the Master in Public Administration of the Ca' Foscari University of Venice and he was/is lecturer and head of modules on the administrative decision/procedure in the 2nd Level Inter-University Master in Administrative Law - MIDA (University of Rome 'La Sapienza' - University of Rome Tor Vergata - University of Rome 3 - University Luiss Guido Carli). He was also a member of the scientific committee and lecturer for the Interuniversity II Level Master in Global Regulation Of Markets (University of Rome "La Sapienza" - University Luiss Guido Carli).
He is a member of the editorial board of "Munus. Rivista giuridica dei servizi pubblici", the scientific committee of "Concorrenza e mercato", the editorial board of "Diritto e processo amministrativo", the editorial board of "Giurisprudenza commerciale" and the editorial board of "Giurisprudenza costituzionale".
He has organised and lectured at many conferences and seminars on public contracts, competition law, environmental law, economic regulation, transparency and anti-corruption, and local public services.
He has been a member of the study commission for identifying ways to update and revise the system of motorway concessions (Ministry of Infrastructure and Sustainable Mobility), of the commission for the reform of the regulation of local public transport (Ministry of Infrastructure and Transport), of the working group for the drafting of the outline of the implementing decrees of Art. 18 (state owned companies) and Art. 19 (services of general economic interest) of the public administration reform law No. 124/2015 (Department of the Civil Service), and the working group for the study and analysis of issues concerning local public services, in relation to the objectives set out in the PNRR (Presidency of the Council of Ministers).
