The course is among those characterizing the Master's Degree Programme in Accounting and Finance. The course aims at deepening the understanding of topics in public economics, with a particular focus on the design and evaluation of public policies. Attention is specifically devoted to the design and effect of the tax-benefit system and welfare programmes.
1. Knowledge and comprehension skills:
1.1. Understand the fundamentals (objectives and effects) of public policies.
1.2. Comprehend the combined effects of taxes and subsidies on the choices made by economic agents.
1.3. Knowledge of the fundamentals of welfare interventions, their organization and financing.
1.4. Understand the methods for policy evaluation

2. Applied knowledge and comprehension skills:
2.1. Use statistical indicators at the national and international levels to assess the characteristics of tax systems and welfare systems
2.2. Understand the incentive structure determined by tax systems and the welfare systems, and make predictions about individual and collective behaviours
2.3. Determine the convenience for individuals to join specific public programs
2.4 Understand causal policy evaluation studies

3. Use of independent judgment:
3.1. Critically interpret the choices made by legislators.
3.2. Understand the impact of taxes and welfare programmes
3.3. Reflect on issues related to public spending and the financing of welfare systems through analytical methods
3.4. Evaluate public policies
The course requires the knowledge of the topics covered in an undergraduate course of Public Economics.

The exam consists of a written test that aims to verify the learning of the concepts and the ability to apply them to concrete cases. There is no oral exam.
- Duration of the written exam: 1h-1:30h
- Each answer is worth a variable number of points depending on the question
- The final grade of the task is given by the sum of the points obtained in the answers
- The exam is passed if the sum is at least 18
- If the sum of the points exceeds 30, the "lode" will be awarded

Questions can be:
- theoretical
- analytical exercises
- numerical exercises
- multiple-choice questions
- charts, tables, and financial indicators to be commented on

The course is organized in:
