WELFARE LAW AND SUSTAINABILITY

The course aims to train experts capable of interpreting today's society and its dynamics in the light of the paradigm of sustainability. The welfare systems, in Italy but also with references to what is happening in Europe and in the rest of the world, represent the field of study within which this training course is inserted. The goal is to transfer theoretical and practical skills that can be spent in the labor market both in human resource management roles and in the definition of intervention policies to meet the needs of the community, and of workers in particular (think of roles within public administrations or in the third sector), or in managerial roles on sustainability policies and their adoption in companies and institutions (see Agenda 2030 on the Sustainable Development Goals). The course also aims to acquire knowledge on the typical forms and institutions of the Welfare State, focusing in particular on the critical profiles and the most recent developments in the regulatory framework also following the impact of exogenous factors (economic crisis, pandemic crisis, sustainability , new risks and new vulnerabilities, etc.). The information acquired is functional to acquire skills in terms of personnel management, in private and public companies, with particular attention to institutions that respond to social needs (social safety nets, work-life balance, training and skills, health protection, social security social). Particular importance will be attributed to the issue of sustainability (economic, social, environmental) and its impact on welfare systems. Furthermore, part of the course will be aimed at acquiring skills related to the activation of Corporate Welfare plans. In the public as well as in the private sector, managerial skills on the subject are required and in this perspective the course will also include interventions by experts and moments of practical training.
The course also offers methodological notions useful for the legal analysis of the subject, allowing the student to orient himself both as a worker, subordinate or self-employed, as a manager and employer or as a consultant.

Attendance and active participation in the activities offered on the course and individual study will allow students to:
- acquire the knowledge of fundamental institutions and notions of social security law taking into considerations the paradigm of sustainability;
- apply this knowledge to face and resolve specific problems posed within small and big companies;
- orient his/her self in today's social security system, both as a worker and as a manager of a company.

Welfare and sustainability: interactions and regulatory prospects for the future. Reconstructive profiles of social security systems in Europe and in the world. Analysis of the main institutions and notions of social security. Evolution of social security, sources and parties, kinds of protection and funding. Rules and institutions. Specific focuses will be held concerning the new Italian "basic income" and the measures put into effect to address the crisis caused by the epidemiologic emergency of 2020.

Moreover the professor is available for one hour per week for a dedicated meeting with the categories of students listed on the page https://www.unive.it/pag/42819/ for clarifications, in-depth discussions, and study support. The meeting should be scheduled via email with the professor.

The oral exam consists of 3 open questions. Each question will be awarded a mark ranging from 0 to 30. Passing the examination requires a minimum mark of 18 in at least two out of three questions.
Regarding the grading (how the marks will be awarded):
Scores in the 18-22 range will be awarded in the presence of:
- sufficient knowledge and understanding applied with reference to the syllabus;
- limited ability to collect and/or interpret data, making independent judgements;
- sufficient communication skills, especially in relation to the use of specific language pertaining to Welfare and sustainability Law
Scores in band 23-26 will be awarded in the presence of:
- discrete knowledge and applied understanding with reference to the syllabus;
- discrete ability to collect and/or interpret data, making autonomous judgments;
- fair communication skills, especially in relation to the use of specific language pertaining to Welfare and sustainability Law
Scores in the 27-30 range will be awarded in the presence of:
- good or very good knowledge and ability of applied understanding with reference to the syllabus;
- good or very good ability to collect and/or interpret texts by making autonomous judgments;
- fully appropriate communication skills, especially in relation to the use of specific language relating to Welfare and sustainability Law.
Honours will be awarded for excellent knowledge and ability, applied understanding with reference to the syllabus, judgement and communication skills.

The course will consist of lessons, seminars/workshops held by attendance students, meetings with experts or operators.
