The course, together with the corresponding module 1, forms a single 12-CFU course with common and mutually coordinated objectives, learning outcomes and teaching methods.
The second module, in particular, explores the notions and institutes involved in the processes of digitalisation of public administrations and the application of IT and artificial intelligence techniques to administrative activities. As well as in the first module, a special focus will be placed on the EU and global law dimensions, the economic analysis of the institutes and strategies to ensure the effectiveness of administrative action.
1. KNOWLEDGE AND UNDERSTANDING
- To achieve a thorough knowledge of the main topics of digital administration: digital acts and procedures, electronic documents, digital citizenship, algorithmic and artificial intelligence-based decisions, use of databases and blockchain technologies
- To understand the rationale behind the institutes and the mechanisms to regulate the use of new technologies in administrative activity

2. ABILITY TO APPLY KNOWLEDGE AND UNDERSTANDING
- To acquire the advanced ability to interpret and apply the legal institutes of administrative law in the context of the digitalisation of public administrations

3. SKILLS OF JUDGMENT
- To interpret and evaluate legislative texts, case law and administrative decisions
- To be able to draw up action strategies in applying digital techniques to administration

4. COMMUNICATIVE SKILLS
- To make advanced use of the lexicon of digital administration law
- To be capable of adapting the style of communication according to the context, the audience and the kind of document/exposition to be made

5. LEARNING ABILITY
- To autonomously understand and interpret legislative, doctrinal and case law developments in the context of digital administration
- To be able to deepen the knowledge of administrative law over time in relation to the evolution of public administrations and digital techniques
Knowledge of the fundamental notions of public law and administrative law is required

The exam will consist of an oral test with two questions. It is at the student's discretion to ask for a third question. The following evaluation criteria will be taken into account to assign the final grade: - knowledge and understanding of the notions and principles of the matter and ability to apply them to concrete cases; - appropriate use of the technical and legal vocabulary; - ability to analyse and evaluate relevant sources and acquisition of the study method. As a general rule, the highest marks (27 and above) will be awarded to those who answer all questions correctly, demonstrating a good or very good level of understanding of the legal institutes and appropriate use of legal vocabulary.
