PUBLIC GOVERNANCE AND MARKETS REGULATION

The course is among the basic ones of the Degree in Economics, Markets and Finance.
The course aims to provide students with knowledge of the institutional and legal context in which public authorities and economic actors act in markets, with specific reference to public utility industries. Why regulate? How to do it and what are the alternatives? Which institutions and institutional mechanisms are involved? The course also covers the application of regulation in some specific industries.

1. Knowledge and understanding
- To know the framework of the main legal institutes of market regulation and the institutions in EU law
- To understand the legal mechanisms of interaction between the institutions of economic regulation and markets

2. Ability to apply knowledge and understanding
- Acquire the basic ability to research and analyse regulatory sources, case law and policy documents
- To be able to identify the legal institutes relevant to the regulation of specific government/market interactions

3. Judgement skills
- Interpret regulatory texts and other relevant materials, relate them to each other
- Assess the implications of regulatory institutes in concrete cases

4. Communication skills
- Use the lexicon of the law and institutions of regulation properly
- Being able to adapt the style of communication according to the context, the audience and the type of document/presentation to be produced.

5. Learning skills
- To understand and interpret autonomously what is new in the law of regulation and how it interacts with changes in the markets
- To be able to deepen the knowledge of the regulatory framework over time in connection with the developments in public institutions

The exam will consist of an oral test. The following evaluation criteria will be taken into account to assign the final grade: - knowledge and understanding of the notions and principles of the matter and ability to apply them to concrete cases; - appropriate use of the technical and legal vocabulary; - ability to analyse and evaluate relevant sources and acquisition of the study method.
