This course is primarily aimed at giving the knowledge of public decision-making processes. Against this backdrop, it
develops the logic, methodology and tools of:
- strategic planning, tactical planning and operational control;
- budgeting, managerial control and reporting;
- performance systems.
A special focus is devoted to understanding the linkages between performance systems, financial programming and
social accounting.
At the end of the course, students will have acquired the knowledge needed to understand the characteristics of the context in which public administrations operate, the main aspects of public management, the evolutionary and innovative change models, and the general approach of the public accounting system.
No previous exams mandatory. Anyway we suggest a general knowledge on principles of business administration
Theories on public decision-making and their evolution.
Planning and control systems: strategic planning, management control and operational control.
Theories on the evolution of the Public sector: New Public Management, New Public Governance, Public Value Management

The methods are mainly based on lectures and eventual case discussions. Lessons can be enriched by business cases even by exploiting synergies with specific laboratories included in the University program.
