PUBLIC ECONOMICS

The aim of the course is to analyse the role of the public sector in a mixed economy.
The focus will be on exploring the reasons behind government intervention, its impact, and the use of taxes to finance public sector activities.

Regular and active participation in lectures and individual study will enable students to:
- understand the reasons behind government intervention in the economy;
- analyse the effects of taxation;
- examine several dimensions of public interventions from an economic analytic perspective.

Microeconomics exam (first year) must have been passed and registered by the date the Public Economics exam is held.

Pareto efficiency and the first theorem of welfare economics
Market failures: public goods, externalities, natural monopoly, asymmetric information
Equity; the second theorem of welfare economics
Taxation: basic concepts
Tax incidence
The distortionary effect of taxation

The recommended textbook for the course is Jonathan Gruber, Public Finance and Public Policy: Fifth Edition (2016).
The textbook will be complemented by additional teaching material made available on the course webpage.

Written exam.
The exam tests preparation is based on BOTH the textbook AND the additional teaching material.
The exam does not vary by student lecture attendance status.

The course follows a conventional teaching approach.
